South Carolina's 2024 Codes Land January 1

South Carolina replaces its 2021 building codes with the 2024 editions on January 1, 2027, statewide and all at once. What tiny and modular buyers should know.

What is changing

On January 1, 2027, South Carolina's building codes move from the 2021 editions to the 2024 editions. The South Carolina Building Codes Council adopted the 2024 mandatory codes, including the 2024 International Residential Code and 2024 International Building Code along with the 2023 National Electrical Code, at its August 26, 2025 meeting, each with South Carolina modifications, and set January 1, 2027 as the date they take effect for local jurisdictions.

South Carolina's system makes this unusually clean. State law requires every municipality and county to enforce the codes the council adopts, local governments cannot write their own building regulations, and a new edition applies without any local action. The change lands in every jurisdiction on the same day.

What to do before January 1

Permit timing decides the edition. A permit issued before the date is reviewed under the 2021 editions with South Carolina modifications; from January 1, new permits are held to the 2024 editions. If your project is designed to the 2021 codes and you want it reviewed that way, the clean path is to get the application in and the permit issued before the date.

The council's pages carry no statewide transition provision for applications that are still in review when the date passes, so if your project will straddle the change, ask your building official now how they will handle it. Do not assume either answer.

What is not changing

The things that already drive coastal design. On the coast and through the low country, design wind and FEMA flood-zone requirements dominate: foundation elevation, flood-resistant materials below the base flood elevation, and connection detailing. Those are parcel questions, not edition questions. And zoning stays local: whether a tiny home, ADU, or modular unit is allowed on your parcel remains your city or county's call, outside the building code system entirely.
